Seemingly *major* limitation with WP7 - you can’t build one binary to support multiple versions of the OS? WTF!
In iOS you sometimes get an update to an app that requires a feature that comes with a new version of iOS and you’re stuck without being able to update the app until you update iOS.
The rate of apps submitted that take advantage of new Windows Phone features (like fast app switching and multiple live tiles) is steadily increasing.

I also recommended that you identify the Windows Phone 7.5 functionally of your app in both your app description and (if needed) in the screenshots.
This seems to clearly indicate that this only applies to apps that take advantage of the new Windows Phone 7.5 features, so to me it’s pretty much the same situation you have in iOS when a new version of an app takes advantage of a new iOS feature.
While it might be a hassle for developers to create two versions of the app, one for—let’s say—iOS 4 and one for iOS 5, at least that way people that don’t want to or can’t upgrade to iOS 5 still get updates (even if it’s just bug fixes) for their app. And it clearly doesn’t seem to be mandatory, so I don’t see what all the fuss is about.
